INFORMATION WEST KLAASKREEK PROJECT FOUNDATION LOKEO
Introduction
This information serves as background material for the "West Klaaskreek" project and provides a high-level overview of the relevant guidelines that apply within the project. Plot holders, prospective plot holders, outgrowers, stakeholders, and others - collectively referred to as participants - can use this as a framework when starting their activities.
Guidelines
These guidelines are rules designed to ensure the proper functioning of LOKEO and its participants. They can be revised and/or adjusted based on needs, board decisions, and/or input from plot holders that contribute to improvements for optimal functioning. Where LOKEO is mentioned, it refers to the LOKEO foundation. For convenience, the terms 'LOKEO' and 'foundation' are used interchangeably.
Plot Application Process and Basic Rules
To obtain a plot, one must have a nationality declaration and pay the amount for the desired plot size. The plot sizes generally available are:
0.5 ha: €500 (all plots allocated)
1 ha: €1,000
5 ha: €5,000
10 ha: €10,000
A small number of plots may deviate from these standard sizes.
Traditional Authority and Rules
All foundation members (plot holders) must understand that LOKEO falls under the traditional authority of the Klaaskreek village community. The foundation was established with the permission of the traditional authority, meaning all plot holders automatically fall under this authority. Therefore, traditional authority legislation applies to them. After being assigned a plot, it must be developed within a specific period. If this doesn't happen, the plot will be reclaimed after several warnings from the Foundation.
Building and Development Guidelines
Plot holders may build their own house on the plot. The following building restrictions apply:
0.5 ha plots: 15% built space, 85% agricultural use
1 ha plots: 8% built space, 92% agricultural use
5 ha plots: 2% built space, 98% agricultural use
10 ha plots: 1% built space, 99% agricultural use
For plots with different dimensions, the board will determine appropriate built space in consultation with the plot holder. Adjustments to these percentages can be discussed with the board if the plot holder has substantial reasons.
Environmental Guidelines
Plot holders must comply with the Foundation's environmental conditions regarding pollution reduction, including:
Separate waste collection
PET bottles must be stored separately and delivered to recycling companies
Organic waste, plastic materials, paper, and aluminum cans must be stored separately and delivered to recycling companies where possibleThe Foundation will play a key role in establishing partnerships with relevant recycling companies.
Companies with heavy equipment must consult with the Foundation about responsible waste processing and disposal. Prior approval from the Foundation is required to bring heavy equipment onto the premises.
When clearing or cleaning plots, plot holders must consider kumbu plants. Permission from the Foundation is required to remove any kumbu plants.
Plot Registration and Boundaries
Plot boundary completion is partly the Foundation's responsibility and partly the plot holder's.
The Domain Office registration system partially applies to plot holders.
Plot holders must request a LAD number.
Unlike the standard 40-year term with the Domain Office, ground lease here is for an indefinite period.
